Mint SURCO from the reserve or redeem for PINTO — always at NAV, with a small fee retained (1% mint / 1% redeem).
Mint deposits PINTO and releases SURCO from the reserve at NAV; the 1% fee splits 50/50 between the treasury (adding to the backing behind every holder) and time-locked stakers. Redeem (1% fee, split the same way) returns SURCO to the reserve for PINTO at NAV — cushion first, then mature Silo. Beyond that a circuit breaker pauses direct redemption until new inflow arrives (redemption is not guaranteed on-demand); it never touches germinating deposits or dilutes holders.

Governance
Value-moving parameters — fees, reward routing, roles, upgrades — change only through a 48-hour timelock owned by the multisig; day-to-day cushion sizing is a direct multisig control. The guardian can pause redemptions in an emergency and nothing else — your SURCO stays transferable throughout.

Operator controls
Cushion sizing (instant, multisig), seigniorage routing (48h timelock), and the guardian redemption latch. Role-gated — a wallet without the admin/guardian role sees these disabled.

Emergency latch on redemptions only — SURCO stays transferable. Cannot mint, move funds, or upgrade.
Cushion sizing applies instantly from the Safe. Mint/redeem fees (hard-capped at 1%), the seigniorage→staker share, roles, and diamond upgrades execute only through the Safe's 48-hour timelock.
